When painting your tabletop miniatures you determine the level of detail, color scheme and additional flare they should have.
Almost everyone that gets into the tabletop hobby prefers to play with painted miniatures, that doesn’t mean that aren’t some that prefer them unpainted (we will call them weirdos). Citadel Paints aren’t your only option but I still believe they are the best choice in paints for the models.
The first thing you need to do is select the colors you want your miniature to have and select a various tones of the same color. This will allow you to layer and dry brush over the base coats to give the figures a more realistic appearance.
Once you’ve assembled your paints and tools you should make sure you have a place to paint that works for you. Personally I use my living room floor so I don’t accidentally get paint on the furniture. the example below is one such setup as done by the Iron Warboss himself.

First step to painting is the undercoat. Typically you want to start with a color that will either layer well with your primary color or be the primary color to minimize actual paint time.Next you will begin layering your paint to the desired results:
Finally you are ready for the final touches. Depending on the effect you are after you will use either a highlighting technique or dry brushing technique
Each layer will make the colors stand out more and look more even. Dry brushing has a similar effect but loses some of the even colors. Dry brushing is typically used more on models you have a bunch of and want to get them ready to play with versus ready to be on display. Once you have the colors finished you will have a final product you are happy with (unless you need more practice in which case you may need to start over on the miniature).
The point in the end is to have fun with it. However if you need to brush up on new skills or just curious how to do are particular paint job there are numerous tutorials on youtube. Here are a couple of my favorite channels for paint tips:

It will take time to achieve any level of skill you wish to acquire so I recommend starting with miniatures you care less about until you reach the level of consistency you are happy with. So grab your miniatures, paints, brushes and start painting!
